How do i activate the warning bar? and change its skin?

Step 5 makes no sense. I click the blue circle thingy and nothing came up

and also step 4 how am i supposed to install this? put the psd as the url icon honsetly i dont know.

Step4: Not the psd. Save all the images to your computer & upload it to a image host. Get the URL"s for each & then add them.
Step5: Its after adding all the URL's of the images, whichever you choose as the blue circle is the default value.
