Make sure that only the boxes for who you want to have permissions are checked in the permissions.

There are only boxes where they can view and write. I want them to comment, but not be able to make a new topic unless I have to push advanced.

Nevermind, I found it. Was in the advanced area. I unchecked members to create topics and polls in that section. Thanks!
