How are the settings display in the administration panel?

I don't get what are you mean..

Are they activated? ACP >> Modules >> Forum Widgets >> make sure you have 0 on the left side & 180 on the right side. Also, note that the widgets needs to be in the 3rd column.

If I want to add two widget in two sides that mean I must set it to 180 and 180 ?

That's correct. Also, don't forget that any movements done should always be save before doing anything else.
