Go to..
Admin Panel > Modules > Portal & Widgets > Portal Management

Install the portal if you haven't, then setup the configuration of your portal. Click structure to edit the widgets you want on the portal. For news click the edit button() and edit the number of topics to be displayed, Text length, and choose the forum for which your news topic will be at. Once you're done configuring your portal or widgets hit the save button to keep your changes.

If you want to make a basic news section, this is what I usually do for forums.

Admin Panel > General > Forum > Categories and Forums > add a new forum()

Forum Name: News and Updates
Forum Status: Unlocked
Add a description, and attach the forum where you please. Hit save and you will now be taken to modify that forums permissions, be sure to choose advanced mode.

Disallow members to: Edit, Delete, Create a Poll, Open a Topic.
Allow Members to: View, Read, and Reply to topics so you can receive feedback.

Once you're done hit save, and then edit your news widget in the portal with your new news forum. Once you're finished users and guests should be able to view all the latest news or updates for your forum on the portal.
