USername Changes

Is there a way to set this up on a forum so that ALL username changes that members do must be accepted by staff of the site? I just activated a user account only to have them change their name and troll us as a result. Would like to be able to stop them from doing such a thing.

Sorry you can't allow members to change their username at will but have staff approve of the change.

Alternative would be to disable username changes by ACP --> Users and Groups --> User Options --> Allow users to change their username --> Then create a thread like this:

Now admins can take the persons username change request that they've posted and change it in the ACP.

Just where is the function that gives warnings to members? I've never been able to find it...
