If they are apps that you created yourself and it's your own software, then I think it would be all right and you would not be breaking the TOS.

However if it is software created by someone else and not by you, then you could be breaking the terms. As that could be copyright.

    Hello

    You can share files.
how ever the content being shared can be in violation which in this case it does appear to be a violation. But if you are sharing other things that are not copyrighted and are your own materials. then there are no rules saying you can not file share. this is a misconseption and many get confused. File sharing is only a violation if the content being shared violates any of forumotion Tos

    Hope you got it ..

It depends on what kind of downloads they are.  If they are considered hacks or cracks, it is against the Terms of Service.  Also the company that made the product that you are creating the apps for could file a litigation report against your forum. The reason why they might do it is because you used some materials that should not be distributed.

That is correct as any files that are to do with hacking are strictly against Forumotions terms of service. Also if the product or software is not your own and the owner complains FM could also delete or ban your forum.

You say the apps you created are your own materials that you created on your own. If that's true, that would not be breaking the terms. However if it's not then you would be.
