What troubles me is if users who live in a same area as another can have the same IP address. Is this a user making double accounts? Are users allowed to have the same IP adress as another?

If two people are using the same computer then yes there will be two accounts with the same IP address. Â It also could be a member has created two accounts. Â The only way to truly found out is to ask the members.
