You could change the avatar max size:

admin panel -> display -> avatar gallery -> personal avatars -> max avatar file size

That's for topics/posts, not for the profile.

You're using phpbb3 correct?

If so try this code in your CSS stylesheet:

div.module > div > div > img{
max-height:100px;
max-width:100px;
}

It will resize any image greater than 100px height and 100px width in the profiles. You can edit it if needed.
