2. How to enable topic icons, i think im so dumb but im a newbie and want to learn more

For the forum rules, you should be able to add them when you go to:

1. Administration Panel (advanced mode)
2. General Tab
3. Categories and forums (on the left, under Forum)
4. Click on the modify sign (  ) on a forum
5. Scroll down until you see 'Forum Rules' section
