I think is related with the meta tag in the confirmation page.

Buttercup, it appears only if the profile is set to Portuguese. I did a test in the French language in my profile, and works normal. Put the profile in Portuguese.

after a little reaseach i found that is related with this code:

This code is used to "bypass" the confirmation message when publish a topic/message....
Remove the code and should work again.

BTW, what is the correct code for this function now?
