Is it possible to set a forum so that unless a member has a certain amount of posts they can not read it? or is there some other way this can be achieved.

When you say they cannot read it? Do you mean see the forum but not the contents or just not see the forum at all?

You will have to create an auto-subscribe group (post count) then set the permissions for that group.
