How to move/design the Like and Dislike button

Greetings,

Earlier today, I needed a bit of help on how to design the Like/Dislike button on my Forums. When someone makes a post, the + and - button are always on the side up and down, which I want it to be at the top side to side. In addition, the icons are not the right size so how do I change this to where I can design my own functions? If you can help, that'd mean a lot. But if you need more details, I'd be glad to list more. Thanks!

Also: (off topic) How do users earn points? Note, I am not meaning reputation. I mean points.
