What happens when you remove private message rights?

I can't find a definitive answer to this elsewhere and am not sure if it's in the right forum but here it is:

When I as Admin remove a member's private messaging privileges, what actually happens?  Can the member receive messages and read them but not reply, or are they not able to see incoming messages at all. And when the ban is lifted, will any messages that came in during the ban be waiting for the banned member to see?

To my knowledge, the user cannot receive nor send private messages. And if you lift the PM restrictions, I do not believe that the specified user receives those private messages which were attempted to be sent to him while his access was restricted.

I can confirm That if you remove the right of a PM service to a member that member will not have the right to any PM system at all incoming or outgoing. Also if a Non staff member was to try and PM that member it will say the following.

so your pm will not be sent at all.
If a staff member was to PM that member they will get the pm.
but they can not reply back to the staff until the ban is removed.

The admin panel I used to effect the ban, only had YES/NO radio button for the item Can send Private Messages. There was no mention of Can receive Private Messages. Hence the original question.
