Welcome Message When Users Register?

I'm sorry if this is posted in the wrong spot, was unsure where else to post it.

Is there a way to set up an automated message system that sends a welcome message to all new members when they register. If  so, how do you do that? I want to be able to welcome the, give a brief description of what to expect and a link to the rules post so they know to read them and such.. 

If not, that's okay, I could probably figure something out..
