Unable to create categories or forums

I am hoping for simple yet clear instructions on creating topics in my forum.  The only thing that appears is "Basket" 
I go to admin panel and to "Categories and Forums" but there is no option to create any new topics.

I am also a bit confused about where a new topic should be...

Press the button to create a forum/category. Also, you don't create topics in the administration panel.

Also, check your structure and hierarchy. Go to the Display => Homepage => Structure & Hierarchy. I believe Medium (bottom row) is what you'll need.

I feel totally like an idiot but I tried pressing those buttons...nothing happens.
Nothing is working on that page. 


So I need to go on the forum like other members would to create topics?
Also on "display"...there is no option marked "homepage"

"Homepage" is the category name. Under the homepage box is "Structure and Hierarchy"

Yes, you must create threads like normal members. (We're being belittled!)

Also, can you send me a test account with administrative access via PM?

Hello,

For creating categories and forums, please go to:

1. Administration Panel (advanced mode)
2. General Tab
3. Categories and forums (on the left, under Forum)
4. Click on the add sign ( ) to add a category or forum

In order to get your categories to display, please go to:

1. Administration Panel (advanced mode)
2. Display Tab
3. Structure and hierarchy (on the left, under Homepage)
4. Select 'Split categories on index : Medium'
