You can activate forum rules for a forum here :
Administration Panel > Forum > Categories and forums > edit a forum

Then edit the forums rules :


To style it you can use a table with a class. e.g.

my content
[/td][/tr][/table]

and CSS :

  border:1px solid #3A6;
  background:#6C9;
}

Ange beat me, but to add an image, try adding the following attribute to Ange's CSS code:

Replace the link with any image you'd like.
