"New" icons

How do you make this?

        

  Is this just a regular blinking image,(blinks all the time) 
  or is it connected to the new posts or topics and blinks when there is new one?

But,my questions is...(i can see now that it is connected with new post's in the forum,I mean its working)how do you make that?

  How do you make "new post's" animated icon that goes all the way,like that,
  and you have forum description above it...
  Regular icons go into the "Icons for the forum",how you make it to go all the way under the
  description...how the heck is it working?
