Make sure you activate the announcements. Then, press the
button to create a new announcement.

@erchima - Doing what @Ikerepc has stated would make a homepage message, like how Forumotion has the "Welcome to the support forum" with its links under its title.
My way would have a strolling/static (depending on what you choose) message across the top of your forum.
