Hello @Sonne,
Do you have your forum set on holiday or construction mode ?
Administration Panel > General > Forum > Configuration
Make sure "no" is checked for both holiday and construction mode.
If that's not the problem go to Users and groups > Users options
Make sure "allow new members" is checked for "yes"
