categorie and title glow/expand

I have the glow affect already, but how do you make the title/categorie expand as well when you hover you're mouse over them? Something like the header shortcuts on the forum of the forums web page? And if possible when you scan over the title the words will change colors to , something like this site here http://gtamr.forumotion.net/
