So I used forumotion to make a forum, but then my router broke and I went a few weeks with out internet access and the admin account for the one I made went inactive and now I can't log into it.... I have no idea what to do.

Do you receive an error message while you are trying to log in? Does it say that the username or/and the password is invalid?

It does have an error message, "You have specified an incorrect or inactive username, or an invalid password." I followed the threads give this far and I can access the utility, but even when using the direct connection I get that error.

Just use the Rescue tools.
