Adding an image to a single forum

I want to add an image to one of my board's forums, so that it shows up between the name of the forum and the list of child subforums beneath it.

I'm already somewhat familiar with adding images to a forum by editing the templates. But that causes the image to show up on EVERY forum, whereas I only want this image to appear on the "Fuyuki city" forum.  Is there any good way to do this?

If you want to put a header image:
Go to Admin Panel> Display > Pics Management> General/explore tab> Place the image url under Forum main logo.

Or General > Announcement> Create an announcement
Name: Anything
Content: <img src="url of image" />

Not exactly what I'm looking for...  Those make the picture appear on either the home page or every page.  I only want the picture to appear on the Fuyuki City forum.

AP > General > Forum > Categories & Forums
Add the image URL in the box that says image URL on the page that loads when you press the modify button.

Still not exactly what I'm asking for, I'm not sure if I'm accurately getting the idea across...

I want to image to appear on the Fuyuki City forum (http://fatemirrorimage.forumotion.com/f4-fuyuki-city) itself, above the list of sub-forums (Shinto, Miyama, etc).

For now, I'm just putting the image in a sticky thread in the forum, since it's starting to look like this is impossible.
