New member cant open a topic, how to change settings?

I know its it the admin panel, but i cant find it!
New members cant open a new topic. Where can I change these settings?

Are members allowed to start topics?  Was this member trying to post links?

No, it was recently changed to not allowing members to post unless they had 10 posts, but we want to change it back to allowing members to open topics, and cant find the settings. We have both looked everywhere!

Could it be that you created a group that was set up for members who have 10 posts, then have the forums' permissions set for that group?

No, i checked that. There was a setting where it said about members being able to open a new topic, and we clicked no, or something like that. We have a say hello here thread, and have realised members cant open a topic and introduce themselves, so we need to allow this again!

There is not a setting for starting a topic by the number of posts you have.

we have a group that only allows downloads with 10 posts, but its not that. Im really confused now!

It sounds like it has something to do with groups and permissions of forums.

- You can permission setting, and disallow members with less than 10 posts to another some section.
- Now, new members are able to post into the whole forum? Or just on one section (if it is, please provide the direct link of the section)
