Pepole can't register for "Administrators have forbidden any new members.". It's have alleredy on for "Allow new member" is on. What is problem?

Check if your forum is on holiday, this can be done in ACP (Admin panel)-->General-->Configuration-->'Forum on holiday' , if this is set to yes, tick 'no' then hit save.
