Make sure all your co-admins are in the group with the crown in the admin panel. Any group labelled "Administrators" or whatever will not be able to access the admin panel unless they are in the group with the crown.
The only group that can access the administration panel is the group call administrators/admin which is created when the forum was created. If the group has been renamed, you will need to make sure that staff members who need access to the administration panel be in that group.
One more thing about the administrator group, only the founder has access to the full administration panel. There are things that only the founder can see like the templates, credits management, and some other options.
