Sides on categories not going all way down with same color?

Description of problem

I have had this issue before and was given a CSS code to fix it and it worked. Now I have changed my skin and it is happening again. Hopefully you can see my screen shot. My other question is if you give me a new CSS code to use will I have to get a new code every time I change my skin?

When you install a new theme, the CSS stylesheet is erased.  If you want to use some of the same codes, you will have to copy them in Notepad.
