Popup image in the top right

Are you guys sick of me making threads yet? Lol.

I've tried various methods but none to any avail. I want this image to stick to the top right of the screen on the home of my forum:


And when clicked I want it to send them to this link:

What methods have you used?

I've tried placing it directly in the CSS, which worked, the image was up where I wanted it to be, but I couldn't link it to anything.

I found a method on a different site where I create an HTML page with the link that I direct the CSS code to, but that didn't work for me either. I'd paste my code in here if I could but unfortunately I had to remove it.

When posting codes, you need to use the code tags.

I am aware. I don't have any code to post here is what I meant. :p
