Cannot Create a Separate Category

Early in the morning, I created my Forum, Prncipal's Desk. I am on the processing of adding a category. Every time I make one it falls to the forum. I check the tutorial. It says I have to access the administration panel. I did. I followed the instructions but to no avail. It says I have to click "add link" in the administration panel, but I did not find one.

Hi there,

Admin Panel -->> Display -->> Structure and Hierarchy -->> Index Packing -->> Choose one to your liking.

Splitting Categories, select "Medium".

Thank you so much. It has helped me in splitting the forum into different categories. Sorry, I am new to this task. I am used to writing blog.
