Hello,
I think Forumotion never cease to be a free service. If you are not satisfied with what is offered you, you can host your forum in your own page, pay for the domain, having to keep up with the updated versions of official phpBB, etc. (Which Forumotion offers free without programming skills).

Hi,
To our current knowledge Forumotion hasn't said anything about becoming paid. It has always been a free forum service with optional payments to remove ads, copyrights, domains etc.

Free? It probably will stay free so don't worry about that.
Ever shut down? Can't say. Anything can happen any time that might lead to circumstances that may end up removing ForuMotion completely. No one can predict that and no one can stop that if that ever happens.
Hence if you are very serious with your board and community, it's always recommended to buy a domain, server and set up forum software on it. Even if the company that you're using the software of stops you'll always retain the current state of the forum.
