The reason behind that is so that misplaced general support questions might be placed in there by mistake constantly, drawing the techs off of fixing things, and on to monitoring and reading their section with things that are not technical issues that they need to worry about.
The way we do things here is that we have the person post it in the appropriate support section and then after all help by staff members or other members has been exhausted or it is apparent immediately that this is a tech issue, we can move it to the tech forum.
It's just a way to assist the techs in the best way we can, without interrupting them with things that might not be necessary for the time consuming interruption.
