How to make a topic on a category

Hi, i see when i'm making categories and forums, i don't know how to make a topic in a category. Like this > http://prntscr.com/cgzm2t the admin made a category and he just add topics there :>

@kneelfrox Administration Panel >> General >> Forum >> Categories and forums

Go to the forum where you want to add subforums and click

Modify it to your heart's content and save.

Hi, Yes i know how to make a sub forum. My problem is - How can i separate the Announcement and stickies from the topics? Like this > http://prntscr.com/chw3pc - My problem > http://prntscr.com/chw54c

ACP    General Tab   Messages and e-mails  Configuration 
Scroll down the center page and find   
Separate announcements and stickies from the messages : With a table

then Save
