Halloween Decorations - Not Working

I was attempting to apply the Halloween Decoration codes supplied by @AngeTuteur on this thread
Decorate your forum for Halloween !

I was attempting to add the following below:

Code:

  cursor:url('http://sd-1.archive-host.com/membres/up/132720629421430912/FDF/Decoration/Halloween/curseur-halloween-4.cur'),auto;
}

(Added code to CSS Stylesheet, but with no luck)

as well as attempting to add this decoration below

Code:

$(function() {
    $.getScript("http://sd-1.archive-host.com/membres/up/132720629421430912/FDF/Decoration/Halloween/skeletonlights.js");
});

Any help would be appreciated, thank you.
(I was unsure as to where to post this, if I need to relocate the post, I will do so)

Cursor:  Add the code to the top of your CSS stylesheet.

Thank you, the cursor portion of my issue was fixed.
I am still stuck on the other decorative issue.

Are you adding the second code in your JavaScript Management? Also do you have it activated?

Yes I have it enabled, I double checked just in case

Sorry for being a pain of time, I am unsure what you are meaning with second code.
I was adding the only code that was provided for the LIGHTS DECORATION

What placement option did you pick?

I actually did not pick a selection location.
I did not see it there on the thread.

I would say to place it in all pages.

After reviewing the information and placing the content in "all pages" it finally worked
