Require new members to make first post in certain forum?

Hopefully I have this in the right spot.

I was searching on here and wasn't able to find anything, so if I missed it I apologize.

Anyways, I was wondering if there was an option in the ACP somewhere, or a permission I could modify to make it so users with 0 posts could only post in a "New Members Introduction" forum, and until they post/ start a topic in that forum be restricted from posting/ replying to the rest of the forum. We are having issues with a certain person both on and off our forum and are working to keep said person from tarnishing our name and causing issues/ confusion.

I figured that was an option, just wanted to make sure there weren't any other settings or options I was missing. I'll work on implementing it, thanks for the suggestion.
