Review and report area (difficult request)

Description of problem

Hello, I opened I classified ADS area on my forum. Now I would like to add a review and report area on my forum. I would kind of like to make it so members can rate people they bought from using like a stars reputation kind of thing. Then new posts in the area appear in a new widget. Something along these lines. I have been building my forum and this was the last thing I néed to make it perfect! It's also the hardest request.
(I know this is Free forum support, but can I request anywhere for something like it to be made, or pay for someone to do so. I would give it a go myself but I don't know a whole lot about it.)

Yes, that's exactly what I mean. Any ideas how I could go about doing something like that?

Create a forum and set the permission. 

About the stars, what exactly do you mean?  Do you want them in the members' review topics or in the ads?

If you would take a moment and look at this forums review and report system, I want something similar.

Sory, I did not think of that.

I am a member of a forum that uses that software. They use the rating system for PC mods. You can rate mods after you download them. Forumotion does not have any option like that.

The closest thing will be the reputation system.

Huh, maybe I could do a little work. Is there anyway to put an option in a certain forum? So when someone opens up the forum their is automatic questions already on the thread when they hit new topic it's automatically there?

Could i edit the rules spot so that you can make it so people see it when making threads know what the rules in that specific forum are. It is titled rules! Any way to change that?

When you create a new forum or modify an old forum:

Yeah, but in the left corner there, it says (rules). Can I change that to something else somehow through my CSS?
