I am also not asking someone to code for me well yes I am but not the whole thing just the start or an example so I have a rough idea of what i'm doing
So I am trying to make a clickable list so like:

So then say you click on the first link it would automatically scrolled down that section of the rules

Also sorry to be a burden but whenever i put code in the topics and unclick disable html it doesn't work
in preview it comes up as working but then i go and click send and it's all jibber jabber and the disable html and BB codes are ticked

Solved:
For a topic which is what I needed Seriously indicated that
I type out all the header names so
like:

and keep doing this:

Making sure that each header is on a seperate topic:
https://gyazo.com/14d339fe73583ca702357fb685108295 like so
and then in the top post: https://gyazo.com/369797a8cf51938bf79d61f06fdeef9c type them out plus all your othercontent
with linking use the https://gyazo.com/b0ed858800958036a9833937b875544d and then
take the link for a topic and then put the name of what it is
E.g.:
