    Registration can't be changed.

    What CSS can I change that won't violate the Terms?

    You can change anything on the site but the copyrights and ads unless you paid to remove them.

    Well editing Registration for the rules is "against the Terms of Service".

    Yeah, you can't change the registration terms of service. You can decorate them and style them, just can't alter the text or hide them.
