Yes, CSS that is separated from the HTML page.

For CSS:

Code:

<link rel="stylesheet" href="CSS LINK HERE" type="text/css">

For JS:

Code:

<script src="JS LINK HERE"></script>

You'd have to have the CSS and JS hosted on some hosting site in order for this to work though o;
