Topic Hovering & Color style

Good day, Here I am again asking if how could I achieved this style.



Were, if you gonna hover it there will be a [DENIED],[ACCEPTED] or [VOIDED] and etc. text in the right side that comes-up when hovering it and where each of the topic has a text colors (not the one forumotions have now "TOPIC COLOR") and it's background cell. if anyone can help me with this problem that would be much appreciated.

The text when hovering it is like a prefix, but dunno what it is "Just giving an idea"

Uhmm, nope sir.. Just searching awhile ago and saw that link and decided to ask a question if anybody know's how to do it.
