My forum is phpBB3 and need a code for a flyout menu.

It will be customized.  I want to put a label then have it flyout with a list of topic links in it

So this label you want to make will make the menu flyout after someone hovers over it?

Yes.  The "label" would be an image or just type in what it is... what ever works 
Hover over it and the list flys out to the side.

Okay, and this menu that flies open from the side is simply a list of links? Or is there more to it when you hover over the links?

It may be more of a word that is connected to the link.  Like a name that goes to a post or topic
