Description of problem

Is it possible and if so how to have new members request permission before joining the forum?

Hello,

You can set it so only admins can activate new accounts, to do so, simply go to ACP (Admin panel)-->Users&groups-->User options-->New accounts activation-->Tick to admins and save. Then only users an admin activates will be able to use their account after registering.
