User does not get the Reply or Post option

we've got several users (40 or so) and have been using this forum for a number of years. a brand new user can access the forum and look around, but has no Post or Reply button to be able to add anything. all of his settings mirror other users. not sure what's going on or how to fix it.

any help would be greatly appreciated.

What device and browser is this member using?

user is using Mozilla Firefox. i've used Firefox before and have had no issues. we've asked him to disable any pop-up blockers, etc. trying to find any glitch that might have caused this. our Post/Reply button is in the lower right of the posts and his is just blank.

all of the user settings match others. i wouldn't think it's related to his location, but if it is possible, he's in England. thank you for your help.

tell your member  to clear browser cache and history and check if he was the latest browser version 
also tell him to check with another browser to see if the issue insists
