In the locked thread, "Notifications not working; is there a fix?", I had marked the thread "SOLVED", but there was still an open question that had been asked by an administrator:
The question is perfectly reasonable. SL Gray asked it after I applied what I thought might be a fix—namely, toggling the "Start watching forum" off and then on again. Unfortunately, the thread was locked and moved to the Other Problems Archives before I had a chance to answer.
After applying the toggle to each forum and sub-forum, I waited for a new topic to be posted, but none were. So I logged out of my admin account and logged into my dummy user account that I use for testing, and I started a new topic.
Sure enough, I got an email notification about the new topic. So, the feature that had been broken was definitely FIXED by toggling the "Start watching forum" feature off and then on again.
I can't post this final resolution in the original thread because it has been locked. So I'm posting it here in a separate thread as a follow up. I would consider it rude not to reply to the admin's question. After all, he was genuinely curious as to whether the fix worked, and I appreciate the fact that he was trying to be helpful.
