Turning categories into tabs

I was browsing through the tips and tricks section and was really interested in the topic for turning categories into tabs. Problem is, the topic link shows on the list but it says only users granted special access can see it. Is this no longer a tutorial we can follow or do we need to do something first in order to see it?

Thank you for getting back to me. I tried following the tutorial but it doesn't seem to want to work for me at all. Am I doing something wrong or is there something I need to do first?

You copied and pasted the line numbers in the JavaScript.  You only need the JavaScript, nut the line numbers.
