It is made like that when using phpbb3 forums.
But you can follow the link slGray gave you and that will tell you how to add the Topic icons.

It was never made to be like that on phpbb2 but i am sure some one could help you change the Templates to make it work that way or make a javaScript up for it.

The member is asking for some one to change the place where the topic icon is showmen on phpbb2 forums
On Phpbb3 forums it is here in the post showing in the title of the topic
on phpbb2 it is not there.
The member would like it put in the title of the topic like it is on Phpbb3 forums.
The member is not asking for the icons to be placed over the quick reply as this is a copyright code of forumotion
