Your question is different of this topic, but the is similiar question about credits, packages or resources. In fact, you need wait by @Luzz to back in office for reply your question of tecnical. However, your report of problems with Paypal is curious. Have you tried contacting their support and seeing what situation prevents you from purchasing packages?
