    is it possible to have the icons link to a specific forum?

    Yes. Go to admin panel=>Forum=>Management=>Categories and forums and click on this icon links in the icons on the forum index Editer next to the forum where you want to add the image. Then in the "Image URL" field add the direct link for the image you want and click the Save button.
