    Is there a way to make a group(besides Administrators) to be able to access the Admin panel?

    I can only offer an answer I was given to a similar question - "can I have my assistant admin get access to the admin panel?"

    The answer was "no - only admins can have access."

    So I would say the answer to your question is no.
