How do you make more main headers?
on the forums, there is always a tiny bar across saying the name of the forums and such, can i make more of those for different Sections?

I believe you mean the navigation links, like in this forum "Home", "Portal", "Calendar" etc... ? Go to your admin panel and further to "Display / Homepage / Headers & Navigation". From there, you can edit the images of the preset links and you can also add your own elements as well.

... how do i explain this, how would i make my main forum subjects that hold many other subforum topics smaller to look like headers?

I'm not sure what you mean? Do you have a screenshot of the forum or a forum you'd like it to be modeled after?
