    Sure you can.

    1. Go to Administration Panel
    2. Users & Groups
    3. Ban Control
    4. Add IP address to "Ban one or more IP addresses or hostnames"
    5. Save

    one person send many thoughtless messages and when I block him, he make new profile and I'm going crazy. Please help

    Just keep banning him all the time. Including IP and email ban. Sooner or later EVERYONE gives up. Also : you could enable "Activation by Administrator" - when you have to approve every new member.
