I'm almost positive those are forum widgets. To make, add, modify, move, enable, etc. forum widgets:

Admin Panel - Modules - Forum Widgets Management

Turn on forum widgets and modify away! Click "Create Custom Block" to make customized HTML widget-blocks, like what this site has. In fact, a lot of the widgets shown here are already available by default.

Scroll down a bit to HomePage Message, and add anything. Also, I don't believe BBCode works on the Homepage Message, so if you are making things bold, use the
